Trypeta Zoe
I was concerned that this was a carrot fly when I spotted it - I know they're orange and have seen the damage their larvae do but have never knowingly spotted the actual fly.
Anyway, after checking with the WildAboutBritain forum I'm pretty sure is a male Trypeta Zoe judging by the wing pattern confirmed in this photo (although the red eyes are a little off-putting).
They're larvae are leaf miners but I think they cause more damage to fruit than veg....
